Scarecrow's Territory allows activating spawners and supports mob spawn when there are no players nearby!

Scarecrow  

- The scarecrow activates spawners within a radius of 8 blocks.

- The scarecrow allows spawning passive mobs within a radius of 8 blocks.

- The scarecrow can be dyed by right-clicking on it with a dye.
