Drowned entities, appearing within 15 blocks of ocean structure ruins, have a chance to spawn with gear, with some items being rarer than others. In order of frequency from most common to rarest: helmet (50%), boots (40%), leggings (30%), and chestplate (20%). If a drowned spawns with gear, it will have all previous items. That is, if a drowned spawns with swimming leggings, it will definitely also have boots and a helmet.
