Unique Enchantments Base - Library, enchantments, settings

This mod is a core library for Unique Enchantments, which every Unique Enchantments mod will use to register its enchantments. It includes a fully customizable enchantment, a statistics wrapper that can also be configured, configuration management, optimized ways to obtain enchantments, and some features that may be common to all mods. The JEI Enchantment View shows more accurate data than other JEI implementations.
